UK Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a new study of municipal councils, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously faced criticism for selling public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

This coalition noted that a significant number of authorities attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would prioritise service redesigns and using financial reserves to weather growing financial challenges.”

Specific Cases of Planned Disposals

One local authority in Kent said its property management strategy included the disposal of a shopping centre in Rainham and a social club in another town to raise £20m over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Rises and Broader Financial Pressures

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase local levies next April to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He added: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of county councils this week further found council budgets being stretched by the growing number of children and older individuals requiring Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most deprived in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest IMD measures,” noted the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data highlights the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the real levels of disadvantage and need,” said a council leader.

“Lacking this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study revealed.
